1. Introduction

North Country Healthcare (NCH) is seeking proposals from qualified vendors for the purchase, installation, and servicing of three (3) Computed Tomography (CT) scanners to be deployed at the following NCH member hospitals:
– Androscoggin Valley Hospital (AVH) in Berlin, NH
– Upper Connecticut Valley Hospital (UCVH) in Colebrook, NH
– Weeks Medical Center (WMC) in Lancaster, NH.

This RFP outlines the project scope, technical requirements, proposal submission instructions, evaluation criteria, and other relevant information.

2. Objectives

The goal of this initiative is to:
– Replace existing CT scanner systems with modern, high-performance models.
– Ensure consistent imaging capabilities and protocols across all three hospitals.
– Improve image quality, scan speed, and patient throughput.
– Enable standardized integration with the NCH electronic medical record (EMR) and PACS environments.

3. Scope of Work

The selected vendor shall provide:
– Three (3) CT scanners meeting or exceeding the specifications listed below.
– Turnkey installation, including removal and disposal of existing units.
– Training for technologists and radiology staff.
– Service and maintenance agreement (minimum 5 years).
– Integration support with NCH’s PACS and EMR systems (Meditech Expanse and Synapse PACS).
– Radiation dose optimization features and compliance with current safety standards.

4. Minimum Technical Specifications

– System Type: Multi-slice CT scanner (64-slice minimum; 128-slice preferred)
– Gantry: Wide bore (≥ 70 cm)
– Table Weight Capacity: ≥ 450 lbs
– Scan Speed: Capable of sub-second rotation time (0.35s or faster)
– Image Reconstruction: Iterative reconstruction technology
– Workflow: Automated protocol selection, dose management, and reconstruction
– Software: Cardiac, angiographic, lung, and virtual colonography (optional modules priced separately)
– Connectivity: DICOM 3.0 compliant; fully compatible with Meditech Expanse and Synapse PACS
– Power Requirements: Compatible with existing hospital electrical infrastructure (vendor to verify)
– Quality Assurance Tools: Built-in calibration, system diagnostics, and dose monitoring.

5. Deliverables

1. Detailed equipment proposal with specifications.
2. Site preparation and installation plan.
3. Training schedule and materials.
4. Warranty and service plan.
5. Documentation of system compatibility and interface requirements.
6. Project timeline from contract award to go-live.

6. Proposal Submission Requirements

Proposals must include:
– Company overview and relevant experience.
– Product specifications and brochures.
– References from at least three (3) hospital clients.
– Itemized pricing including equipment, installation, options, and maintenance.
– Estimated delivery and installation timeline.
– Warranty coverage details.

7. Evaluation Criteria

– Technical compliance with specifications (30%)
– Total cost of ownership (25%)
– Service and support program (20%)
– Implementation timeline (10%)
– Vendor experience and references (10%)
– Training and education plan (5%).

9. Terms and Conditions

– NCH reserves the right to reject any or all proposals.
– Proposals must remain valid for at least 120 days.
– Vendor is responsible for all proposal preparation costs.
– All submitted materials become property of NCH.

– Vendor is responsible for testing power/infrastructure for site and reporting back to NCH.
